Challenge
The Government of Uganda operates through more than 235 institutions, spanning ministries, departments, agencies and local governments. With 350,000+ employees in active service and 70,000+ retired government officials, the government needed an interoperable, scalable Human Capital Management System to support accurate HR information, strategic decision-making and its wider Vision 2040 digital transformation agenda.
- No centralized employee record: Personnel data was fragmented across institutions, slowing decisions and making it difficult to access officer records when cross-institution reference was required.
- Wage-bill integrity risk: Public officers and retirees needed to be authenticated against the National ID database to support accurate wage budgeting and reduce payments to non-existent public officers, also referred to as ghost employees.
- Slow pension processing: Semi-automated payroll processes took many months to pay pensions to retired employees or their beneficiaries.
- Slow recruitment and workforce planning: Recruitment cycles could take up to 12 months, while identifying resource requirements across institutions could take more than six months.
- Limited visibility and control: Uganda's decentralized structure required better oversight, monitoring and real-time access to accurate HR information across institutions.
PeoplesHR Solution
Delivered through a joint venture of Sybyl Uganda, Sybyl Kenya and PeoplesHR, the Government of Uganda implemented an integrated Human Capital Management platform to support the full public-service employee lifecycle. The system standardized HR and finance processes, improved data reliability, enabled integration with third-party systems and gave authorized users access to accurate, real-time HR information.
- Single source of truth: PeoplesHR enabled a single master staff record containing biodata and service information for each public officer, accessible to authorized users.
- Integrated and authenticated: Automated authentication of public officers and retirees against the National ID database helped reduce ghost-worker risk and improve payroll and pension accuracy.
- Full lifecycle coverage: The platform supported recruitment, onboarding, employee information, mobile self-service, leave, performance, training, succession, payroll, pension, offboarding and analytics.
- Third-party integration and auditability: Integration with third-party systems reduced duplication, manual intervention and error risk, while providing system-generated audit trails for accountability and transparency.
- Faster planning and policy alignment: HR planning consolidation enabled institutions to identify new recruits, retirees and training needs far faster, while dashboards and reporting supported data-driven monitoring and policy alignment.
Results
The rollout marks the beginning of a government-wide HR transformation — one of the largest public-sector HCM deployments PeoplesHR has supported to date.
